Derrick, Kimberly, Garland, Vickie, Harry and Shelli share a common goal: to bridge the financial gap and provide crucial housing support for students pursuing higher education at HBCUs.
Their shared vision is the driving force behind the
Winning Foundation, and they believe that investing in the education of Black students is an investment in a brighter
and more equitable future for all.​
FOUNDING MEMBERS

Derrick C. Manning
President, Co-founder
Derrick C. Manning is an accomplished educational leader whose career spans high school principal, Assistant Superintendent of High Schools, and K–12 Area Superintendent in Clayton County Public Schools.
Recognized for closing achievement gaps and improving student performance, he has led school turnarounds through high expectations, teacher collaboration, and strong family and community partnerships.
His honors include High School Principal of the Year and the High Schools That Work Gold Improvement Award. A Miami native, Derrick graduated magna cum laude from Florida A&M University and earned a master’s degree in Educational Leadership from Nova Southeastern University.
He and his wife, Kimberly Godwin Manning, share a blended family of four adult children.

Kimberly Godwin Manning
Vice President, Co-founder
Kimberly Godwin is Co-founder and Vice President of the
Winning Foundation, bringing more than 35 years of broadcast journalism leadership and a commitment to helping college students succeed.

A Florida A&M University graduate, she made history in 2021 as the first Black woman to serve as president of ABC News, following her role as executive vice president of news at CBS. Her honors include six National Emmy Awards, two Edward R. Murrow Awards, and the National Association of Black Journalists’ Ida B. Wells Award.
Through philanthropy, mentorship, and service to her alma mater, Kimberly continues to create opportunities for others. She and her husband, Derrick C. Manning, share a blended family of four adult children.

Garland Frazier
Secretary
Garland E. Frazier is an educational leader with 26 years of experience serving students as a teacher, counselor, and assistant principal in Clayton County Public Schools.
Dedicated to closing achievement gaps and expanding opportunities, he helped secure digital devices for approximately 1,700 Forest Park High School students and partnered with the U.S. Department of Justice to establish a student and parent leadership council.
His community service includes youth leadership development, scholarship opportunities, and food assistance for families. Through his role on the Winning Foundation’s board, Garland continues his lifelong commitment to providing disadvantaged young people with the guidance, resources, and opportunities they need to succeed.

Vickie L. Gainer
Treasurer
Vickie Gainer made history in 2019 as the first woman and African American appointed City Manager of Lynn Haven, Florida.
With more than 40 years of experience in communications, marketing, public relations, and strategic planning, she brings extensive leadership and community service experience to her work. She earned her bachelor’s degree from the University of Montevallo and a master’s in Corporate and Public Communications from Florida State University.
Having served on more than 20 boards, Vickie is dedicated to education, youth development, and community advancement, earning numerous honors for her service.
She and her husband, retired educator Harry Gainer Jr., have two children and four grandchildren.

Harry Gainer JR.
Treasurer
Harry Gainer Jr. is a Panama City, Florida native who is considered a legendary basketball player and coach in Bay County. Gainer, a retired educator, taught elementary, middle, and high school for over 35 years, teaching geography, science, physical education, and history. Gainer coached both girls and boys middle school basketball for over 25 years during his tenure. In his career span, Gainer was known as the most winningest basketball coach in middle school, capturing ten boy’s county basketball championships and three girls’ championships.
Gainer, graduated from Bay High School in Panama City, FL in 1974 leaving unbroken basketball
records, including scoring over 50 points in one game and being named McDonald’s All-American player. With several offers to Division I schools, including the University of Rhode Island, Gainer chose the University of Montevallo’s full scholarship offer where he met his future wife, Vickie. Gainer graduated from the University of Montevallo in 1978 with a bachelor’s degree in education.
He continued his education at Jefferson State Community College in Birmingham, AL and earned his Mortuary Science degree. Gainer is a licensed Funeral Home Director and Embalmer. Gainer loves being a mentor to youth and teaching Sunday School with his wife.
Executive Team

Shelli Green
Executive Director
Shelli Green is executive director of The Winning Foundation. A Florida A&M University graduate, she led enterprise strategy across defense, aerospace and government services operations spanning 47 countries. As an independent consultant, she advises organizations on operational strategy and quality systems.
Green holds a master's degree in project management and an ASQ Certified Quality Auditor credential. Before all of that, she spent years as a journalist and public relations professional, skills she now uses to shape and tell the stories of the students the Foundation serves.
